I submit that this is a very important question which requires much consideration in its determination, since we receive at Hongkong a considerable number of seamen, distressed through one cause or another, and of these many have to obtain relief by being sent away.

The expenses connected with their relief are borne chiefly by the Board of Trade. The longer they remain in the Colony, the greater is the burden on the Board of Trade, and therefore I don't think we ought to alter the state...
